Information is not always a product that changes hands as part of a market. A flow of information can also be a question or statement in a conversation, a petition to the government for the redress of grievances, a document in a criminal conspiracy, or any one of countless Speech Acts not part of a market. DRM controls information in general. If there were a way to limit it to "productized" information, then it would be a market issue.
