Abstract:
Rights-of-way carrying high volumes of traffic are image makers for Durham City and County. They act as entryways for visitors and residents and also serve as an indicator of the quality of life found in the area. Standards are provided to ensure that thoroughfares in this overlay develop with improved traffic efficiency and safety by reducing visual clutter and avoiding inappropriate site design. The MTC Overlay applies to all property within 1,250 feet of a designated major thoroughfare, and may extend up to 2,500 feet at intersections.
Purpose:
The MTC Overlay is established to enhance the economic and aesthetic appeal and orderly development of properties adjacent to major transportation corridors. Certain arterial streets, parkways and expressways are of critical importance to Durham City and County.

The Zoning data was digitized from the official 400' scale mylar maps maintained by the City of Durham staff. As the data was digitized, hardcopy plots were quality control checked by the City Zoning staff and corrections made.The right of way of I-85 was buffered using ESRI ArcGIS 8.3 per the UDO requriements.

The precise location of a district boundary line is to be determined as follows: (a) Where a boundary line is shown as binding along or superimposed upon a lot line, such lot line shall be deemed to be a boundary line. (b) Where the location of a boundary line is indicated by a designated number of feet, that distance shall control. (c) Where a boundary line is shown as within or binding along a street, alley, or stream, such boundary line shall be deemed to be in the center of such street, alley or stream, except in the cases where the side of such street, alley or stream is designated as the boundary line. (d) Where a boundary line is shown as binding along a railroad track, or as being located a designated number of feet from a railroad track, or where the location of a boundary line may be scaled from a railroad track, the nearest rail of the track designated shall control. (e) Where a boundary line is superimposed on a topographic elevation line, the precise location of the boundary line shall be determined by the field survey of the topographic elevation line, unless the topographic elevation has been relocated through grading subsequent to establishment of the zoning boundary line. (f) Where a boundary line is shown and its location is not fixed by any of the rules in (a),(b),(c),(d), or (e) of this section, its precise location shall be determined by scaling from fixtures, objects or other features shown on the maps. City's Zoning staff for review and correction. If revisions were necessary, the revisions were made and the map sheet was plotted for additional review. Also, during this time, any rezoning case approval information was entered into the GIS. This procedure continued until all the zoning mylar information and approval information was entered into the GIS. Before the digital data became official in May 15, 2000, two complete sets of the data were reviewed by the Zoning staff and any corrections made.
