"President Lincoln never favored interfering with slavery where it existed, nor of freeing the slaves without compensation to the owners". Ex-slave owners and their heirs who swear out affidavits of the number of slaves owned before 1863 may send the affidavits, plus a processing fee, to the Bureau for their registry. "We need not discourse on the absolute necessity of such a record (in the event that public opinion should recognize the justice of this claim)."
