DescriptionCircular letter including preamble and resolutions presented by Mrs. M. A. Lipscomb before the State Convention of the United Daughters of the Confederacy, which met in Athens, Ga., October 11-13. Letter argues that the government should pay for slaves freed under the Emancipation Proclamation. Resolutions defend slavery by citing the ruling in the Dred Scott case and state that "in the issue of the war between the states, the principles of justice ... have been misapplied and violated."
