  Special Order No. 9 issued by S. P. Lee, Acting Rear Admiral, commanding Mississippi Squadron (Union). The order instructs Union soldiers to "exercise the greatest vigilance" to prevent Rebel officers and leaders from crossing the Mississippi and to "capture Jeff Davis and cabinet and plunder." The order was issued from the flag ship "Tempest," Mound City, Illinois.
