    Letter, with attachments, from Elijah M. Haines of Illinois to state governors regarding reconstruction and encouraging development and manufacturing in the southern states. Haines argues that states should adopt local self-government laws similar to the Township Organization Laws of Illinois and Wisconsin. Attached is three-page document titled: Local Self-Government: The True Policy on the Part of the Southern States for Restoration.
