DescriptionCircular letter, dated Nov. 17, 1792, is addressed to the members of Maryland's General Assembly. The author is printed in caps as "CENSOR but is handsigned by "L. Chase" or "T. Chase." The author addresses his concerns in this 2-sided letter regarding a bill that is up for ratification. If passed, the bill will allow the state to force elected officials from office. The author argues this would be in direct violation of the federal constitution.
