Purnell and vice-president George A. Parker presided, with Thomas B. Smith as secretary. Includes a resolution to support President Andrew Johnson in "his manly, noble and wise system of practical Reconstruction," and offers congratulations for President Johnson's "independence of all narrow-minded, sectional and fanatical theorists and theories."
