  2-page circular letter from the Board of County School Commissioners to the Carroll County, Md. public schools. The letter outlines policies regarding teacher's salaries, classroom size, admission, e.g. "...pupils between the ages of six and twenty-one years are by law entitled to admission into the public schools", cost of textbooks, etc. Page 2 contains "Rules relating to pupils" and a caution to teachers to resist ordering too many classroom textbooks.
