  "Be it enacted and ordained that the Burgess and Council of Boonsboro issue forty thousand dollars...of coupon bonds to be known as water bonds...for the purpose of purchasing, improving, enlarging, extending, developing and operating of a water plant and water system for the town of Boonsboro." Passed and approved April 15, 1929, Alfred C. Huffer, Burgess and attested by J.E. Beeler, Clerk.
