Dr. Eliot, acting president of the Commission, describing "affecting scenes and incidents" of the terrible "condition of the Negroes who came into Vicksburg with Sherman's Army". He makes an appeal for generous charitable contributions for the "Mississippi Valley Sanitary Fair for freedmen and refugees" needed to feed, clothe and care for them.
