Fort, for Jefferson Davis Howell, Confederate officer, youngest brother of Mrs. Jefferson Davis, and "dashing young midshipman, who performed many heroic deeds--death at last in the sea." Describes his lineage, education, and military career, especially his exploits "during the bombardment and siege of Charleston during the war between the States...; his daring act while on picket duty...in front of Battery Wagener..." and ends with his brave command on the steamers: "Moses Taylor; Pelican; California; Nevada; Los Angeles; and lastly the ill-fated Pacific."
