  • A proclamation from A. W. Bradford, Governor of Maryland, to the citizens of the state and the Judges of Elections. Bradford refutes an earlier military order alleging that some "evil disposed persons" in the state of Maryland "have been engaged in rebellion..." The proclamation includes a dispatch by President Abraham Lincoln, and general order No. 53 that was dispatched by Maj. Gen. Schenck.
