The organization was formed to draft a charter for the consolidation of the Durham City and Durham County governments, and was chaired by E.K. Powe. The group was aided by the Institute of Government at the University of North Carolina, Chapel Hill, as well as the Atlanta, Georgia firm Public Research and Management, Inc.
